Squeaky brakes on my Camry – do I really need new rotors or just pads?

I’ve got a 2019 Camry that’s started making this embarrassing squealing noise every time I slow down from low speeds, and the first mechanic I showed it to said I need pads and rotors all around which feels like a lot for a car that’s only done 60k km.
