Squeaky brakes on my Camry – do I really need new rotors or just pads?

I’ve got a 2019 Camry that’s started making this embarrassing squealing noise every time I slow down from low speeds, and the first mechanic I showed it to said I need pads and rotors all around which feels like a lot for a car that’s only done 60k km. A coworker sent me https://royalprinceautocare.com/service/toyota-brake-pads-disc-replacement/ and mentioned they actually measure rotor thickness instead of just eyeballing it, so now I’m wondering if I should get a second opinion before dropping a bunch of cash. Has anyone here gotten away with just pads on a Toyota in Dubai, or does the heat and dust really chew through rotors that fast? Also curious if the cheap ceramic pads you see online are worth it or if I should stick to OEM for safety. Just don’t want to get ripped off but also don’t want to ignore something important.
